The Cruella De Vil Villain Guide
Before taking a look at my strategy tips to win as Cruella, let’s see what insights her Villain Guide offers.
Cruella De Vil’s Objective
Start your turn with at least 99 captured puppies.
The 12 Puppy Tokens live in the Supply. To win as Cruella, you need to first get them from the Supply into your Realm and then capture them.
Special Setup
Put the 12 Puppy Tokens face down next to your board to create a Supply.
Puppy Tokens
There are 12 Puppy Tokens, 3 for each location in your Realm. Each location has 2 x 11 Puppy Tokens and 1 x 22 Puppy Token.
To capture a Puppy Token, you need to take it from the Supply and putting it into your Realm. When you put one in your Realm, turn it face up so that the numbers are showing and put it on the location on the Puppy Token.
Every time you choose a Puppy Token from the Supply to put in your Realm you can choose one that is face up or face down. After a Puppy Token has been revealed, it remains face up for the rest of the game, even if it is returned to the Supply.
Put all captured Puppy Tokens face up below your board where your opponents can see them.
Activated abilities
Cruella has Activated abilities on some of her cards. To use them, you need to have the card in play and use an Activate action.
- Flashlight – Get Puppy Tokens into your Realm
- Horace – Get Puppy Tokens into your Realm or capture Puppy Tokens in your Realm.
- Jasper – Capture Puppy Tokens in your Realm.
- Telephone – Choose an Ally from your discard pile and play them for free.
Roadster
Roadster is an awesome card. When you move it, you can move up to two Puppy Tokens from it’s starting location to its new location. And it can move to any location! It’s great for moving Puppy Tokens to locations where you can easily capture them.
Horace and Jasper
Horace and Jasper are Cruella’s only Allies! They are also some of the few cards that you can use to capture Puppy Tokens. So you need to get them into play quickly and keep them there!
Three cards will help you make the most of Horace and Jasper.
- You Idiots! – Lets you choose an Ally from your deck or discard pile and get them into your hand. Use it to find Horace and Jasper in the early game and to get them back from your discard pile in the late game.
- Fireplace Poker – When you attach this to an Ally and use that Ally to defeat a Hero, you discard Fireplace Poker rather than the Ally. A great way to use Horace and Jasper to Vanquish Heroes and keep them in play.
- Telephone – Use the Activated ability on Telephone to get Jasper or Horace back from your discard pile.
Strategy to win as Cruella De Vil in Disney Villainous
Spread out Horace, Jasper and Roadster
Play Horace to one side of your Realm and Jasper to the other side so that wherever a Puppy Token is played, they are only ever 1 location away from it. Then you only need to use the Move an Item or Ally action once, to get them into position.
Get the Puppy Tokens into your Realm as fast as you can
There are multiple reasons for revealing the Puppy Tokens and getting them into your Realm.
- You want to find the 22 Puppy Tokens. They will save you turns and actions in getting to your 99 puppies!
- You want to see which locations they go to so you can make plans to capture them.
- Your Fate cards will mess your plans so you want a plentiful supply of Puppy Tokens!
- If you have one at each location, every time you play I Live For Furs you’ll get 4 Power for free!
There are more cards in your Villain deck focussed on revealing, moving and adding Puppy Tokens than any other ability. That’s how important it is!
Only Vanquish with Fireplace Poker, Telephone or You Idiots! available
You’ve only got 2 Allies and they can both capture puppies so you really need to look after Horace and Jasper! Don’t use them to Vanquish any Heroes unless they have the Fireplace Poker attached. Then at least you can just discard the poker!
The other way you can Vanquish is if you have The Telephone. Its reusable Activated ability is pretty cool. If Cruella is at Radcliffe House you can use the Vanquish action with Horace or Jasper, discard them and then immediately use the Activate action to get them back in play for 1 Power and play them at any location for free!
You Idiots! Is another way to get Horace or Jasper back. It’s not as good as Telephone though because you need to put them back into your hand and then use a Play a Card ability and pay their Power cost to get them back into your Realm.
Keep Hell Hall and Radcliffe House free of Heroes
Both of Cruella’s Activate actions are at the top of her Realm board at Radcliffe House and Hell Hall. You need to Activate the abilities on Horace and Jasper to capture Puppy Tokens.
The other action at the top of Hell Hall is Move an Item or Ally which you need to move Roadster to sweep the Puppy Tokens into the path of Horace and Jasper. It’s definitely worth keeping Hell Hall Free.
All is not lost if all your Activate actions are covered by Heroes, though. You have Get The Job Done and Whatever It Takes to take Activate actions, but they are less reliable available than Activate actions in your Realm.
Moving Heroes can be just as effective as Vanquishing them. Use That Devil Woman to move Heroes to Milk Farm where they block less important actions.
Use an Activated ability on every turn
When you have Flashlight and Horace in your Realm, aim to use an Activated ability on every turn. That means that you can reveal a Puppy Token on every turn! The more tokens are in your Realm, the more chances you have of capturing them!

Cruella’s villain cards by type

Cruella de Vil’s Villain Deck contains 30 cards – 2 Allies, 4 Conditions, 6 Items, and 18 Effects.
As a nasty, spoilt person it makes sense that Cruella doesn’t have many Allies! She’s not exactly the kind of person you want to hang out with! But what she does have is an incredible personal presence which explains all her Effects cards!

Looking at Cruella’s card abilities, it’s really clear how to play her Villainous character!
It’s all about those puppy tokens, my friend! There are way more cards focused on adding puppy tokens to your Realm, revealing their values, and moving them around, than there are cards that will actually capture the tokens. It means you really need to look after those cards that help you to capture the tokens!
Add/Reveal/Move Puppy token
These cards are the main part of your deck and your strategy – get those Puppy Tokens out! That should be your number one priority early in the game!
Cruel
Number in deck: 2 | Card type: Condition
During their turn, if another player moves an Ally or Item, you may play Cruel. Choose one Puppy Token from the Supply and add it to the specified location.
Usually, Condition cards aren’t worth hanging onto but with Cruel, it can help you get Puppy Tokens into your Realm. Whether you hang onto it depends on which villains you are playing against.
If you’re playing against Jafar, Ratigan, Prince John, Ursula or Hook it’s highly likely to be useful. If you’re not playing against one of these villains, discard it.
Flashlight
Number in deck: 2 | Power cost: 1 | Card type: Item
Activated ability: Choose a Puppy Token from the Supply and add it to the specified location.
Flashlight is an amazing Item and it’s even better because there are two of them! Get this into play as soon as you can and use an Activated ability on every turn to reveal Puppy Tokens!
Here, Puppies
Number in deck: 2 | Power cost: 1 | Card type: Effect
Choose a Puppy Token from the Supply and add it to the specified location.
A nice, cheap, Effect to get Puppy Tokens into your Realm! As soon as you get a Here, Puppies card play it. You’ll get a Puppy Token into your Realm so you can start planning how you’ll capture it, and you’ll free up a card slot in your hand.
Roadster
Number in deck: 1 | Power cost: 1 | Card type: Item
When Roadster is moved, you may move it to any location. You may move up to two Puppy Tokens from Roadster’s previous location to its new location.
Roadster is speedy! Use it to sweep Puppy Tokens into the path of Jasper if there are two Puppy Tokens, or Horace if there is one Puppy Token. You don’t want to pay the 1 Power for Jasper to capture 1 Puppy Token when Horace can get it for free!
Keep your Move Item or Ally actions free at Hell Hall and Countryside if you can, then you can use Roadster to sweep up all those puppies!
Spotted
Number in deck: 2 | Power cost: 1 | Card type: Effect
Reveal up to two Puppy Tokens in the Supply.
Spotted is a wonderful way to find those 22 value Puppy Tokens! Use Spotted as soon as you get it. It’s cheap and you can find out which Puppy Tokens you want to get into your Realm.
Don’t discount getting the 11 value tokens into your Realm. Depending on the locations on the tokens and the cards you have in your Realm, it might be easier for you to capture two 11 Puppy Tokens than one 22 Puppy Token.
Capture Puppy token
The second key part of your strategy! Getting those puppies!
Bought and Paid For
Number in deck: 1 | Power cost: 2 | Card type: Effect
Capture one Puppy Token from Cruella de Vil’s location.
There’s only one of these in your deck and 2 Power is quite expensive! If you’re close to winning and you have this in your hand, you can surprise your opponents by swooping in and capturing a 22 Puppy Token!
Horace
Number in deck: 1 | Power cost: 2 | Strength: 3 | Card type: Ally
Activated ability: Either capture one Puppy Token at this location, or choose one Puppy Token from the Supply and add it to the specified location.
Horace is the most versatile of your two Allies. Whether you need more Puppy Tokens in your Realm, or you’ve got some ready to capture, he can help! In the early game, prioritize Horace over Jasper so you can start getting those Puppy Tokens from your Supply!
Jasper
Number in deck: 1 | Power cost: 3 | Strength: 4 | Card type: Ally
Activated ability: Pay 1 Power. Capture up to two Puppy Tokens at this location.
Your more expensive Ally, Jasper is fantastic at capturing puppies! To make his 1 Power cost worth it, try to only capture puppies with him when there are 2 to grab!
With his 4 Strength, he can defeat any Heroes in your Realm too. You can use him to do that, just make sure you’ve got Telephone in play and you can use it immediately afterward. Radcliffe House is the only location you can Play a card, Vanquish and Activate in one turn.
Perform an Action
Given that both your Activate actions can be covered by Heroes, you’ll find yourself feeling very grateful for these cards!
Get The Job Done
Number in deck: 2 | Power cost: 1 | Card type: Effect
Perform an Activate action.
The image of Horace and Jasper on this card is so appropriate! You’ll most likely use it to activate their actions to get a puppy into your Realm or capture them!
It’s super helpful if an Activate action is blocked but you want to use it, but it’s also a nice way to get a bonus Activate in the same turn. With Get The Job Done you can Activate Horace and Jasper in the same turn. One with a Realm action, and one with the card.
You could also use it to Activate Telephone if you’ve just Vanquished a Hero with Jasper or Horace and your top Activate action at Racliffe House is blocked.
Whatever It Takes
Number in deck: 2 | Power cost: 0 | Card type: Effect
On this turn, you may perform one action that is covered by a Hero at your location.
Given that Cruella only has 2 Allies, but her Fate deck has 7 Heroes, Whatever It Takes is a very useful card! It also shows that playing your game around your Heroes instead of Vanquishing all of them is a valid strategy.
Gain Power
Cruella’s cards are generally quite low cost, so there is only one card that helps her to get Power.
I Live For Furs
Number in deck: 3 | Power cost: 0 | Card type: Effect
Gain 1 Power for each location in your Realm that has at least one Puppy Token.
How much Power you’ll get from I Live For Furs, depends on how many locations have them in. You’ll only get a maximum of 4 per card play, but it is free! And you’ve got 3 cards so this could be 12 Power for free in a game!
I Live For Furs is a great reason why you should keep revealing and getting Puppy Tokens into your Realm even if you feel like you’ve already got enough out!
Get cards
With Horace and Jasper being so important to you, these cards will help you to get them into your hand.
Telephone
Number in deck: 1 | Power cost: 1 | Card type: Item
Activate: Pay 1 power. Choose an Ally from your discard pile and play them to any location for free.
Your Telephone is one of three cards in your deck that will bring Horace and Jasper back if they are discarded! So, look after your phone – you don’t want to be disconnected!
The Devil Take It
Number in deck: 2 | Power cost: 1 | Card type: Effect
Choose an Item or Effect from your discard pile and put it into your hand.
There are only two of these in your deck so use them well. If Roadster has been discarded use it to get that back! Secondly, use it to get Telephone back. If you’ve got both of these Items in your Realm, then use it to get whichever Effect makes the most sense to you at the time.
You Idiots!
Number in deck: 2 | Power cost: 1 | Card type: Effect
Either move an Ally to your location, or choose an Ally from your deck or discard pile and put them into your hand. Then shuffle your deck.
Are Horace and Jasper Idiots? No! Cruella needs them more than she gives them credit for!
You Idiots! is the card you want in the early game to get Horace into play. Choose Horace over Jasper so you can get Puppy Tokens from the Supply and into your Realm.
If you have You Idiots! in your hand then you can safely use Horace or Jasper to Vanquish a Hero and get them back into your hand straight away!
Move or Defeat a Hero or Strengthen an Ally
Defeating Heroes is tricky for Cruella without many Allies, so any help you can get is awesome!
Devilish
Number in deck: 2 | Card type: Condition
During their turn, if another player defeats a hero with a Strength of 3 or more, you may play Devilish. Defeat a Hero with a Strength of 3 or less.
Usually, Conditions aren’t worth hanging onto. However, I think it’s worth hanging onto one Devilish Card unless you draw it before there are any Strength 3 Heroes in your opponents’ Realms! Just because it’s so hard for Cruella to get rid of Heroes!
Fireplace Poker
Number in deck: 2 | Power cost: 1 | Strength: +1 | Card type: Item
When Fireplace Poker is played, attach it to an Ally. That Ally gets +1 Strength. When that Ally would be discarded, discard this Item instead.
Fireplace Poker is amazing for Jasper and Horace! Whoever you attach it to, they will be strong enough to defeat any Hero in your Realm and they won’t need to be discarded!
That Devil Woman
Number in deck: 2 | Power cost: 1 | Card type: Effect
Move a Hero to any location.
That Devil Woman is a lovely subtle card. Instead of defeating Heroes that are blocking important actions at Hell Hall and Radcliffe House, you can just move them out of your way! I suggest Milk Farm because the top actions here are less important than the other locations in your Realm.
It’s also a great way to move Heroes into the path of Jasper or Horace with a Fireplace Poker so you can Vanquish them! This leaves your Move an Item or Ally Action free for moving Roadster around to sweep those Puppy Tokens up.
Important cards in Cruella De Vil’s Villain Deck

Jasper and Horace
These two are absolutely vital to your win! Look after them! Give them Fireplace Pokers and keep them on the end of the Telephone.
Fireplace Poker
Fireplace Poker is a great Item! It only costs 1 Power and makes Jasper and Horace strong enough to defeat any Hero and make sure they aren’t discarded when they do!
Flashlight
With a Flashlight or two, you can get a Puppy Token into your Realm on every turn. That will greatly speed up your victory!
Telephone
Need Jasper or Horace? Give them a call!
Telephone is how you find them and get them into your Realm in the first place and also how you get them back if they’re discarded!
Roadster
Zoom zoom! This car is fast! It makes it so easy to get Puppy Tokens to Horace and Jasper so they can scoop them up!
Cruella De Vil’s Realm board

Of the four locations in Cruella’s Realm, two are really important!
Radcliffe House
The 4 actions at Radcliffe House are: Fate, Activate, Vanquish, and Play a Card.
Radcliffe House is the only location in your Realm with a Vanquish action. While you likely won’t be doing much Vanquishing, when you need to, this is the place to go. It’s actually fine to Vanquish with Horace or Jasper from here if you have Telephone in play because you can Vanquish, Activate Telephone and Play a Card to get your Ally right back.
Keep Radcliffe House free from Heroes so you can pull off Vanquish turns like this and keep your top Fate action free too to slow down your opponents!
Countryside
The 4 actions at Countryside are: Play a Card, Move an Item or Hero, Gain 3 Power, and Play a Card.
Countryside is always going to be a good place to visit for that sweet Gain 3 Power action. When you’ve got Roadster in play, the top Move Item or Ability action is useful too. If the top actions get covered by Heroes and you really want to move Roadster then use a Whatever It Takes card to do it.
You’ll likely mainly visit here to collect Power but 3 Power for Cruella goes a long way. Her most expensive card is Jasper at 3 Power, and most of the rest cost 1 power. So you’ll usually get to play at least 2 cards from 3 Power.
Milk Farm
The 4 actions at Milk Farm are: Discard cards, Gain 1 Power, Play a Card, and Fate.
In my opinion, Milk Farm is the least useful location for helping Cruella to win! The main actions you need to win are Activate and Move an Item or Ally. Milk Farm has neither. I say throw Heroes to here where they block the least valuable actions in comparison to other locations.
Hell Hall
The 5 actions at Hell Hall are: Move an Item or Ally, Activate, Play a Card, Gain 1 Power, and Discard Cards.
Hell Hall is the most important location for you so try to keep it clear of Heroes! It’s not only because you can take 5 actions in one turn, but it’s for the usefulness of those top two actions.
Activate for the abilities on Horace and Jasper to reveal and capture puppies, and Move and item or Ally to move Roadster!
Cruella De Vil’s Fate deck cards
Cruella’s Fate deck contains 15 cards of 11 different designs.
There are 7 Heroes (Anita and Roger, Captain, Colonel, Nanny, Perdita, Pongo and Sergeant Tibbs) and 8 Effects (Flew The Coop, Reckless Driving, Twilight Bark, and We’re Labradors).
- Anita and Roger x 1
- Captain x 1
- Colonel x 1
- Flew The Coop x 2
- Nanny x 1

- Reckless Driving x 2

Anita and Roger
Number in deck: 1 | Strength: 3 | Card type: Hero
When a Puppy Token from the Supply would be added to this location, return it face up to the Supply.
The impact of Anita and Roger is very much the luck of the draw! It all depends on what location is revealed on your Puppy Token! All things being equal it’s a one in four chance. But after you’ve already revealed some Puppy tokens, those odds will change so keep an eye on which Puppy Tokens you’ve yet to discover!
You can always use That Devil Woman to move Anita and Roger to a location where all matching Puppy Tokens have already been added. If Anita and Roger are played on you early in the game, definitely defeat them.
Captain
Number in deck: 1 | Strength: 3 | Card type: Hero
When Captain is played, you may move an Ally from his location to an adjacent location.
If you’ve played Jasper and Horace to different sides of your Realm, Captain won’t have too much of an impact. He’ll slow you down only slightly if you had one of your Allies nicely lined up to capture Puppy Tokens on your next turn.
Simply use Roadster to Move the Puppy Tokens to their new location, or use Move Item or Ally to move them back on your next turn.
Colonel
Number in deck: 1 | Strength: 3 | Card type: Hero
When Colonel is played, you may move a Hero to any location.
The impact of COlonel depends on how smart your opponents are! If they are savvy, they will move a Hero to cover over top actions that you need the most at Hell Hall and Radcliffe House!
It will be frustrating because you will then need to Vanquish them or use one of your two That Devil Woman cards to make those actions usable again.
Flew The Coop
Number in deck: 2 | Card type: Effect
Choose one captured Puppy Token and return it face up to the Supply.
Noo! Flew The Coop is the worst! There’s nothing you can do about it either. You just need to start the process again of getting the Puppy Token back into your Realm and capturing it again. It’ll slow you down for sure.
The only time Flew The Coop is fine is if you have a silly opponent who plays when you don’t have any captured Puppy Tokens!
Nanny
Number in deck: 1 | Strength: 2 | Card type: Hero
The Cost to activate Allies and Items at this location is increased by 1 Power.
Nanny is an interesting Hero because if she’s played at Radcliffe House or Hell Hall, she’ll actually cover the Activate action at those locations which she increases the cost of. Just be careful if she is at your location and you want to use Get The Job Done or Whatever It Takes.
Perdita
Number in deck: 1 | Strength: 4 | Card type: Hero
When Perdita is played, you may choose one captured Puppy Token and add it to her location.
Argh! No! Just when you thought you had those puppies, Perdita comes and takes them away. At least it only happens when she’s played and the Puppy Token stays in your Realm.
Pongo
Number in deck: 1 | Strength: 4 | Card type: Hero
Puppy Tokens cannot be captured at this location.
Pongo is one Hero that is worth getting rid of. Otherwise, he will block you from capturing Puppy Tokens at his location for the rest of the game. That will hugely reduce your options and mean you’ll need to spend more time moving Puppy Tokens or Horace and Jasper around.
Reckless Driving
Number in deck: 2 | Card type: Effect
Discard an Item from Druella De Vil’s Realm.
I love the image on Reckless Driving! Two guesses which Item this is intended to discard?
Without Roadster, you’ll need to move Horace and Jasper instead. Use The Devil Take It to get Roadster back in play!
Sergeant Tibbs
Number in deck: 1 | Strength: 3 | Card type: Hero
When Sergeant Tibbs is played, you may move up to two Puppy Tokens in Cruella De Vil’s Realm to his location.
Sergeant Tibbs will pull Puppy Tokens away from where you want them, but at least they only move from one location in your Realm to another. That won’t take you too long to revert!
Twilight Bark
Number in deck: 2 | Card type: Effect
Choose and play a Hero from Cruella De Vil’s Fate discard pile.
The problem with Twilight Bark is that the Heroes you really want to Vanquish are the ones you really don’t want to come back! Pongo and Anita and Roger come to mind!
We’re Labradors
Number in deck: 2 | Card type: Effect
Remove up to two Puppy Tokens from one location and return them face up to the Supply.
Two steps back! We’re Labradors will set you back, but at least it’s an Effect, so once it has been played, it’s gone!
How to stop Cruella De Vil from winning Disney Villainous
These Fate cards will drive Cruella crazy!

Play Heroes at Hell Hall first, then Radcliffe House
To use the capture Puppy Tokens abilities on Horace and Jasper’s cards, Cruella needs to use the Activate action. Fortunately for you, both of her Activate actions are at the top of her Realm so you can cover them with Heroes! Protect those puppies!
Use Colonel to move any existing Heroes to these locations if they are already in play or have been moved by Cruella.
Always play Flew The Coop if you can
Flew The Coop is the absolute worst card for Cruella! It takes a Puppy Token from her captured pile and puts it right back into the Supply. This is incredibly frustrating for her! She needs to get it back into her Realm and then work towards capturing it all over again!
Discard the Roadster and Telephone
Cruella’s Roadster helps her to sweep Puppy Tokens to the locations she wants them to be at. By getting rid of her Roadster you can slow down her ability to do this.
Telephone is the way Cruella finds her only Allies, Horace and Jasper, and how she gets them back if they are discarded. Jasper and Horace can move Puppy Tokens from the Supply and capture them so they are really key to her strategy. If you can force her to use her only Allies to Vanquish irritating Heroes and she has no Telephone to call them back, she’ll have to rely on Effects cards in her deck to get them back into play.
Pongo and Anita and Roger
These two Heroes are the only cards with persistent abilities in Cruella’s Fate deck so always choose them over other Heroes and play them to different locations, of course! Cruella may feel like she needs to defeat Anita and Roger and Pongo which will distract her from her objective.
Conclusion – Cruella De Vil Strategy for Disney Villainous
To win as Cruella De Vil, use this strategy:
- Get Horace into play and focus on getting Puppy Tokens into your Realm.
- Play Jasper to the opposite side of your Realm to Horace.
- Use an Activated ability on each turn to move and capture Puppy Tokens.
- Give Fireplace poker to Jasper and Horace to keep Hell Hall and Radcliffe House free from Heroes.
- Use Roadster to sweep Puppy Tokens to Horace and Jasper for capturing.
For me, Cruella is a really fun villain to play because of the Puppy Tokens! Starting with them face down and revealing them as you go is fun and keeps you thinking about what move to make next!
Villainous is such an awesome game! The only thing that lets it down is the flimsy plastic cauldron. But you can get an upgraded Villainous cauldron with power tokens on Etsy! It even fits in the Villainous base game box!
